Consultation on various amendments to Maritime and Marine Protection Rules, relating to conventions

This consultation closed on 22 June 2017.

Maritime New Zealand (MNZ) is consulting on proposed amendments to various maritime and marine protection rules, to reflect changes to international conventions and codes that New Zealand is a party to.

The rule amendments relate to:

  • Operating in polar waters
  • Low-flashpoint fuels
  • Solid bulk cargoes
  • Dangerous chemicals in bulk
  • Marine environment protection
  • Marine evacuation systems


And reflect changes to three international conventions:

  • SOLAS (the International Convention for the Safety of Life at Sea)
  • STCW (the International Convention on Standards of Training, Certification and Watchkeeping for Seafarers)
  • MARPOL (the International Convention for the Prevention of Pollution from Ships)


Proposed amendments are to the following rules:

  • Part 24C - Carriage of Cargoes - Specific Cargoes
  • Part 31 - Crewing and Watchkeeping
  • Part 32 - Seafarer Certification
  • Part 40B - Design, Construction and Equipment - SOLAS Ships
  • Part 42A - Safety Equipment - Life-Saving Appliances Performance Maintenance and Servicing
  • Part 46 - Surveys, Certification and Maintenance


Marine Protection

  • Part 100 - Port Reception Facilities - Oil, Noxious Liquid Substances and Garbage
  • Part 120 - Discharge of Oil
  • Part 121A - Ship Design and Construction - Oil Tankers
  • Part 121B - Ship Design and Construction - Ships Other than Oil Tankers
  • Part 122 - Marine Protection Products - Oil
  • Part 123B - Documents (Record Books and Manuals)
  • Part 125 - Shipboard Operations: Oil
  • Part 130A - Shipboard Marine Oil Spill Contingency Plans
  • Part 140 - Discharge of Noxious Liquid Substances in Bulk
  • Part 141 - Ship Design, Construction, Equipment and Operation - Noxious Liquid Substances in Bulk
